HERB Grutel, Reform MP for Capilano - Howe Sound, was recently in the hot seat for addressing those qaihered at the Worl: Conference of the International Saciety for fudividual — Liberty at Whistler. Here's his take on the event and his participation in it: EP recently resisted demands from some special interest groups and against their advice attended the recent World Conference of the Internatiogal Society — for Individual Liberty at Whistler. Tam glad f did because | gained important insights into issues relevant to my work as a member of parliament. First, | learned that U.S. states are as eager as Canadian provinces to have a devolution of power away from their respective federal governments. In Canada this type of pressure has manifest- ed itself in the form ofa demand by the premiers, fol- lowing their recent confer- ence, that Ottawa urgently negotiate new social policy standards which would give more decision-making power to the provinces. In the U.S., Senator Charles Duke of Colorado has spearheaded an effort that is potentially much more sig- nificant than the premiers* lis gal Water Act forces several of the water districts in his rid- ing to “pollute” their deink- ing water. He and his con- stituents tee] that it makes no sense to enforee the same water treatment requirements in their pristine wilderness that are needed in polluted industrial regions of the country. Putting this in the Canadian contest, it could be argued that it makes no sense to insist that the medical ser- vices available in remote Newfoundland settlements should be identical to those found in downtown Toronto or Vancouver. Neither does it make sense ined at Canadians’ desire to have more direct influence over politics. Larry Dodge heads the Fully Informed [i wh Association, which tells potential jurors about their right not just to judge the facts ina case bur alse to consider whether the law itself is just. This populist method tor sending powerful messages ty sitting politicians has along history. In 1776 Massachussets jurors refused to convier smugglers because they thought the taritfi were unfair. [na response, the English made smuggling an offence under admiralty law may or may not agree with the verdicts of these juries, but since the jurors are select- ed at randont trom the popu- lation, their siews are proba bly representauve of the majority, and Parliament must take them seriously.
