ICBC rates each vehicle according to its use and its area of opera- tion by tracking the claims experience — the number and cost of claims motorists make. Our goal is to collect enough in premiums for each use in each area to pay those claims. ICBC has over 200 different “vehicle use categories called ‘‘rate classes." They range from the senior citizens’ class for passen- ger vehicles and RV's to commer- cial classes such as dump trucks and tracior-trailers, The premium for each rate ciass varies according to the risk of a loss. For example, it costs less to insure for ‘‘pleasure use” than for driving back and forth to work because the claims experience “shows commuters face higher risks, “To give you an idea of the range in rates, the basic coverage for a pleasure use in Vancouver is $861, minus the Claim-Rated Scale discount. If someone was to rate the same vehicle for use as a taxi, the basic premium would be $7,873, again minus any discount. The difference in premuim di- rectly relates to the risk of a loss. Just as different vehicle uses represent varying degrees of risk, so too does the area in which someone drives. ICBC has set up 14 different ‘‘rating territories’’ in the province. Like rate classes for vehicle use, premiums for each territory depend on the number and cost of claims motorists report from each area. Autoplan premiums are highest in the Lower Mainland and lowest in southern Vancouver Island. ICBC rates most passenger vehicles according to the area in which they are ‘‘garaged’’ when not in use, usually the owner’s home. However, owners of some of the larger commercial vehicles pay premiums according to the territory in which they use the unit. It is extremely important to rate vehicles properly, by both use and territory. Autoplan documents have special sections to note these details, which motorists must disclose and confirm when buying or renewing their policies.
