JUSTICE HALL WARNS Medicare threatened in Canada OTTAWA (UPC) - Universal health care in Canada is doomed unless provincial boards of ar- biration are created to resolve fee schedule squabbles between . the provinces and the medical profession, Mr _ Justice Emmett Hall said Wed- nesday. In his report on Canadian health services, Hall said the problem of who the provinces or doctors — has the right to set fees could only be resolved through binding arbitration. Otherwise, he said, the number of doctors opting out of medicare would continue to grow. “It medicare is to survive, a solution or mechanism musi be found to solve the conflict.” Hall told repor- ters. “Otherwise medicare as we have known it in Canada can fail in time ” He said doctors should be adequately compensated for their services bul rejected the concept of extra-billing. He said if extra-billing was allowed by doctors it would desiroy the national health program. “When negotiations fail, and an impasse occurs, the issues in dispute must be sent 10 binding arbitration.” Hall said. He proposed a _ three- member arbitrafign board — an independent chairman’ named by the chief justice of the province. a_ represen- tative of the medical profession and a government appointee. Hall said that while the provinces should have the right to abolish extra-billing, any such legislation should commit the province to the concept of binding ar- bitration. “The two elements must be twinned,” he told reporters. , "Extra-billing cannot be dutlawed without binding arbitration which binds the province as firmly as the profession.” Hall said many doctors tee) their positions as leading professionals in Canada have been eroded and that studies have shown that their rate of compensation has not risen at the same rate as have other professions. Based on the latest Staustics Canada figures, Canadian physicians earn an average $54,610 a = year, compared to the average $43,035 salary of lawyers, dentists and accountants.
