58, holds one’ of the City’s key posts.. Having qualified.
for full superannuation benefits seven years before the
conventional retirement age, he would normally. have
_ had only two options: to soldier on for a period or to
~ bow out and open up the promotion vacancy.
Instead, Mayor Loucks and Aldermen Braithwaite, .
~ Kroon and Taylor -- in.a.4-3 vote -- have given him a_
third: and much more. lucrative option. On paper he
_;-Fetires: next .week ‘and begins: to receive his pension.
. Simultaneously, his private company, Dynamic
. Endeavors Ltd., has been contracted to fill his vacancy
‘aS department head at roughly similar remuneration.
“Thus, the ‘‘retired’’ Mr. Morris will continue in exactly
‘the. same job he.is quitting as an employee -- his pay,
via his company, now sweetened by his pension in-
- come.
- This, in effect, represents a percentage pay increase
-Many times larger than. that provided for other City
employees. It eliminates promotion openings down the
. line. It creates:the ludicrous. Situation of a vital City
‘department being. headed, technically, ‘by a commercial-
| enterprise... And :it. opens. up -a\ dubious. precedent to...
