IMMIGRATION AND EDUCATION N. Van schools may take overseas students if... By KATHY BRENNAN Foreign students may be admitted into North Van- couver schools’ provided they bear the cost of their education and cause no social burden. North Vancouver School Board Tuesday temporarily postponed a policy proposal io outhne the admission of non-Canadians into the public school system. In an amendment preceding the _ post- ponement, Trustee David Craig said foreign students should be accepted as long as their education costs do not fall on local taxpayers, the distnct has enough facilines and the students don’t create an undue social burden. The board also proposed landed immigrants be granted the same educauonal privileges” as Canadians. As well, the suggested pohcy would grant per- mission to Children of adults holding employment visas to attend school for a limited penod of time. Foreign students wsiting relatives or fmends for a limited period of time would also be permitted to attend school as a visitor. The school, in that case however, would not be expected to assume the responsibility for in- struction, evaluation and reporting of progress. FIRST POLICY Up unul now, the district has followed a set of procedures without wnitten pohcy on landed = im- migrants, visitors with visas, non-Canadians with em- ployment visas and students with visas Landed immigrants have been accorded the same rights and = privileges as Canadians said a wnitten administrative Ceport to the board Those with saisitors visas cannot seen employment or altend se howl said report Were you lucky? Student visas are usually given by the immigration department if the student can get permission to enroll from a specific school in Canada. The report said the district normally refuses this per- mission to all applicants on the grounds that the im- migration department not the school distmct should decide on entry In addition. the ministry of educauon has recom- mended districts not get involved with the = im- Migration process, it said. And finally, the district acts on “the advice (pnvately given’ of immigration department officials, — who indicate that they have little choice under existing legislation once we agree to admit a Student,” it said. ENORMOUS PROBLEMS Admitting these students to North Vancouver schools would create “enormous” administrative problems to the district, superintendent Rod Wickstrom said at the meeting. Wickstrom told the board that once a student gets wnitten permission to enter a school the immigration department can't stop the student’ from coming into Canada. “] gather the major aim here ts to stop people from circumventing the im- migration process.” — said trustee Don Burbidge. “Whatever we may think of the immigration policies ° of the federal government, as a school board I chink we have to fall in line with the policy | No date has been set for further discussion oof the Proposed polis 2262301 2627073 2018604 $10,000 YI7TYTG —VSOUESA 2 yAbooy lSa36h3 1682934, 11777 26 Neighbourhood Legal Clinic of DONALD E.
