WEST VANCOUVER DISTRICT COUNCIL by Maureen Curtis Several owners of the new West Vancouver properties are con- cerned about the loss of privacy that would occur with a trail near their homes. They wondered if they would be liable for injury to people using the proposed trail, which would tra- verse steep property. Others thought the (rail are: could become a teenage hang-out. The greenbelt easement is on private property. Derrick Lowes asked West Vancouver District Council how he could enjoy his property with the prospect of peo- ple tramping through his backyard at any moment. The greenbelt cannot be devel- oped by its owners but Lowes said he had still planned to use it as part of his backyard. “My dog for sure is going to go after people that walk through our backyard,” said Lowes, The greenbelt concept is part of the 18-year-old Caulfeild Land Use Contract (CLUC). The contract gives developers higher density allowances in ‘exchange for setling green space aside. Future West Vista residents are not objecting to the greenbelt, but the inclusion within it of a public trail, to be paid for by the developer and ultimately dedicated to the municipality. Lowes said he had no inkling of the trail plans when he put a deposit . down toward the purchase of his Weat Vista fot. Mayor Mark Sager pointed out that Lowes had done so before the subdivision application had come before council, and therefore before there were any lots there to sell. Charlie Mayr, owner of property northwest of West Vista, was espe- cially angry that he bad agreed to donate some of bis fand to the greenbelt withow! being told that the result would be a possible extension of the trail aear his house, Narris Morgan, a resident of the Monte Bre subdivision, pointed out that the trait system stemmed from the developers’ trespassing of greenbelt with the construction of a controversial rock wall that sup- ports some of the West Vista lots. Rather than requiring removal of the huge structure, council stipulat- ed development of the trail system. Members of the Caulferld Ratepayers’ Association are critical of the proposed trail system because it contains “dead ends” and does not encompass the entire greenbell, or conneet the neighbor- hoods enough. “A trail system that goes nowhere will not be used,” said Victor Durman, president of the ratepayer group. The eastern part of the (rail uses Sprucefeild Road to connect with the western part. “Trails that travel along roads are not trails, Durman added. Fellow ratepayer director Patrick Geach argued that public trails increase neighborhood security rather thar lead to destructive activ- ity. Bill and Karen Dye, owners of a West Vista lot. suggested the trail be diverted into part of the green- belt of the future Martin develop- ment to the west, so as to avoid the steep incline near their home.
