Especially as council, not the school board, is now calling the shots. The fatter’s self-styled Chief Executive Officer, Superintendent Doug Player, backed by four doc- ile school trustees out of the five, wants to bulldoze Hillside and flog the land for development into some 30 residential lots. At half-a-million or so a pop they would theoretically net him the $14 million he needs to build a smaller new school on Caulfeild Plateau — a project solidly en- dorsed, of course, by the upper- income Plateau dwellers, as is their democratic right. And just as solidly opposed by Upper Dundarave types. They would lose a valued’ j junior high school, community tennis and playing field facilities, and a rela- tively modern building capable of many other community uses (e.g., a West Van campus for Capilano College?). All of it irreplaceable, of course, at equivalent 1960s’ prices. Last year, when the issue was solely in the school board arena, Mr. Player and his tame foursome flatly rejected repeated calls for a referendum. But now that the project is before the municipal council — which must decide, after public hearings, whether to . grant the required development permit — a whole new ball game opens up. . The educational wisdom or folly of the plan is none of council’s business. But two other factors are very much its business. “One is the effect of the plan on™ community recreation amenities. The other i is the environmexial ef-_ fect cf construction on siopes of _ more than 35%, particularly if old : trees come down. : .. There are related’concerns. Hillside area residents worry.” posed subdivision driving up ' ’ neighborhood prices and taxes. Others ask why council should _ swap an appreciating asset in land fora depreciating asset in build : “ings. Yet others fear building costs - for the new school may outstrip _ the sale price of the Hillside site — leaving taxpayers to foot a -multi-million dollar bill. Then again, will school population — growth shift back to‘central West Van, as more younger families snap up the older, more afford~ able homes now being vacated by empty-nesters? Too many factors and interests are involved here for any top- down dictatorial judgments. HITHER AND YOR Loathe as Mr. Player may be to’ concede the fact, the owners of . Hillside are West Van's taxpayers. ; ALL of them — whether living in’ | Dundarave, Caulfeild or anywhere else in the municipality.: .: ...
