loses design 6 p) Factory’ look change) home’ style By Deana Lancaster Contributing Writer NORTH Vancouver City Council found itself on the losing side in a duel about design at Monday night’s miecting. “Why are you here?” asked a frustrated Coun. John Braithwaite of Rob McCarthy, senior vice-president of. Polygon Development, after lengthy discussion. McCarthy said he’d come to council: as a courtesy to explain why the company had altered the design of a devel- opment already approved for the south side of the 100- block of East Ist Street in Lower Lonsdale, on. b ¢ original design ‘Tera Pacific Architects for the developer Chrisdale Homes, had boxy brick and timber bit slt hawgle nile ot f Serra Grephica A development approved for the 100-biock ci Zast 1st Sweat in Lower Lonsdale has changed face. blocks facing cach other, their corrugated roofs arching up and in and pausing dead centre. According to McCarthy the company did not think the Griginal design would be pep- ular with home buyers. “They want to live in some- thing that says ‘home’ and not ‘factory’,” he said. But city council and staff think the new design says “sub- urbia,” which doesn’t reflect the history of Lower Lonsdale as an urban and industrial cen- tre. It features the fake heritage look so popular with develop- ers of late, with pitched roofs, cedar shingles and wood trim. Braithwaite asked McCarthy what Polygon would do if the city asked it to build the first design. McCarthy paused. “Our understanding is ... we have the night to build (the revised design).” “Wit you change the design at ai:” asked Braithwaite. “No,” answered McCarthy. Nor does he have to. According to a staff report, the city has “limited” ability to compel an owner to build in accordance with their approved design plans. The report added that “there would be a very limited legal basis” for the city to withhold a building permit. While McCarthy insisted it was a flaw in the ci "s app process that caused the problem, the councillors spoke of good- will and trust between developers and the city “Future developers have Polygon to (if we tighten the guidelines),” said Coun. B: . Council voted to express its disappointment with Polygon’s decision, and will advise it that the current design is not consid- ered appropriate. The city will also ask Polygon to consider modifying the design. visionary dies after he managed the construc- Hans Bentzen & Associates tion of the Massey Tunnel, — Lid.
