Cat population controls urged From page 3 yow] about the neighborhood, Thon said, ‘‘What we are opposed to is an excessive number of cats being housed in any residential area 2nd believe that a ‘reasonabie limit’ should be enforced.”’ . Thon argued that Purser’s claim to have adopted the cats as her pets ‘is only an attempt to cir- cumvent the law.’’ Section 403 of the district’s zon- ing bylaw prohibits the boarding ‘tor keeping’? of animals with the exception of household pets. Purser claimed the cats as her pets when she appeared before the committee last month, saying, ‘‘! have always looked on these animals as my pets, and | can’t -:understand why, whenever your department comes to my property, I can’t get that across to them.” The cats are housed in Purser’s basement, a newly fenced yard and a specially constructed acces- sory building. Many of the cats are old, but all have been fixed. Supporters say the cats no longer spray or howl. 1 Erika Norman tives behind Purser’s home and looks directly into her back yard. Norman wrote to council, ‘‘I find it neat and attractive in ap- pearance. There is no noise or odor, The cats are not free and do not come into my yard, and I have never had to clean up after ther as I have from some of my neighbors who walk their dogs and let them go in my front yard.” : But while Turner was convince about the care and control of Purser’s cats, describing her as ‘‘a top-of-the-line cat lady,’’ he said he favored 2 reduction in numbers. Meanwhile Doris Orr, who runs a society dedicated to the housing and adoption of stray and un- wanted cats and dogs, wrote to council claiming that Purser’s cats were in the custody of her society, DONATE, at a previous location on St. Georges Avenue. Orr says that Purser volunteered to house the cats when the home on St. Georges was demolished. Orr said that the alterations, fenc- ing and lighting of Purser’s home, have cost her ‘$15,000 mini- mum.” “Purser is saying now that they are her cats. All she wants me to do is pay for them. I need and am asking for time to recover my $15,000-plus and my cats so that | can replace the shelter,’ wrote Orr. The committee agreed to recommend to council that staff work with Purser and the SPCA to create a plan to reduce the number of cats on her property. 2 reasons to start now!
