Mailbox - 7 - Sunday, March 36, 1986 - North Shore News District alderman ponders over petitions Dear Editor: As an alderman in the District of North Vancouver, I am regularly Presented with petitions. On most cases the petitions are against (negative) rather than in favor (Fositive) of some endeavor. T have reached the conclusion that in many cases negative peti- tions could be a misleading repre- sentation of the attitudes and wishes of the signers. When voting against something, it is important to zationalize your particular stand in opposition and present it as an individual. To op- pose as part of a group is to risk being identified with the most vio- lently opposing segment of the group. The Satter usually take the initia- tive in drawing up the wording of the pctition, explaining it at public meetings and in ongoing lobbying of the politicians. The individual signer of the peti- tion may only mildly oppose the project or be little affected when compared to others in opposition. These subtle and important dif. ferences could be missed in a There is a danger that petitions could also be too much used to weigh the pros and cons of issues in local government. Not as much caution need be exercised regarding the signing of positive petitions. The success of the petition usually results in ac- tion and often the production of something intangible. If the individual who signed the 6, result, then this will provide him with a salutary lesson in petition signing and stimulate a more thoughtful appreach in the future. ! would suggest that petitions (negative or positive) should never be signed on the spur of the mo- ment, but only after time is given for reflection. Preferably each citi- zen should put his own thoughts on the matter in writing and make his own presentation to council. If you strongly oppose a project and have some significant reasons, you can surely take the time to make your protest individually. Municipal councils will continue to receive petitions and senior gov- ernments will continue to conduct polls (the latter tu stay in power rather than to govern well!) I hope that we politicians, whilz not ignoring polls and petitions, will be able to put both in perspec- tive when reaching our decisions. Ald.
