Another “good news” item was the passing of an amended dog tax bylaw by North Vancouver District laying down in black and white the requirements of dogs who are ken- neled or chained, For years this has been a heart. breaking situation for us. The chained dog, or “the backyard pris- oner” We have seen dogs tangled on five fect of chain unable to free themselves, dogs who change from ‘happy young animals to cowering, “lunging. frightened vicious-look- ing dogs. Dogs ungroomed, unwalked, who never have the chance to com- municate with another of their own Species, dogs who are rarely, if ever, noticed, or spoken to, One of the first dogs we res- cued same 10 years ago was behind a store in Vancouver. The new owners had inherited the dog with the store. ‘In the middle of the backyard was a steel pole to which several heavy chains were attached to one black lab's collar. in frustration the dog had scratched all the grass around that it was able to reach. The doghouse was small. dirty, and the dog was slowly going crazy. We watched the owner come outwith a bow! of rice, pushing it with a stick towards the pathetic prisoner, Finally we were able to rescue this “pet.” We bought hint for $50, Bui we should not have had to resort to these bictics, The new owners, after literally scrapping years’ this abused dog, said he turned out to be the most intelligent pet they ever had. This is justane story of dozens. Why do these people want a dog? Do they enjoy having some power over a creature unable to defend itself? Surely they aren't good watel- dogs: they bark at everything and nothing. The best wi uchdog is in his home alert to noises close to his home. North Vancouver District is to be congratulated on setting an example for other districts and communities to follow. A law with some clout!
