Mian held for observation

A 27-YEAR-old Calpary man was taken to Lions Gate
Hospital for psychiatric observation May $3 following an
unusual incident in West Vancouver.

According to a West Vancouver Police spokesman, 2

police officer noted a

vehicie following a bus along

Marine Drive at about 6:20 p.m. The vehicle weuid pull
in and stop behind the bus whenever the bus halted at a

bus stop.

A patrol car attempted to pull the driver over. The
driver eventually stopped in the 1700 block sf Marine
Drive, rolled up the windows of his car, turned up the

esr stereo, stuck his driver’s

licence against the window

and allegedly made a rude gesture to the police officer

with his finger.

Poiice subsequently smashed a window of the car and
1 arrested the suspect for obstructing a police officer.

But once placed in the police car, the man kicked out

a window of the cruiser.

The police called an ambulance for backup and the
man was taken to Lions Gate Hospital.

Jail term for car theft

A 34-YEAR-GLD man was sentenced recently in North
Vancouver provincial court to a total of six weeks in jail
on charges of auto theft and assault.

David Allan Friesan,

of no fixed address,

was

sentenced May 3 to a two-week jail term after he pleaded
guilty to stealing a Chevrolet Nova on June 14, 19990.

He was sentenced to an additional four weeks in jail
after ne was found guilty of assaulting a man on Aug. 7,

1990.

printed by the 70 volunteers who
took part in Operation Family
Identification May 16 to May 18
at Park Royal South.

during National Police Week, the
program combined pictures and
prints of the children with their
vital statistics te make a personal
identification kit for parents to
take home.

Volunteers included members of
the Kiwanis Club, students from

West Vancouver, Sentinel and
Balmoral secondary schools,
Block Parents, police reserves,
members of the West Vancouver
Seniors Activity Centre, off-duty
police and fire department per-
sonnel as well as members of the
general public.

Said ‘West Vancouver Police
Chief Const. Hal Jenkins, ‘This
type of program is very wor-
thwhile and the volunicers involv-
ed reflect the strong West Van-
couver community spirit. Thank
you for a jub well done.”

reassigned to teaching

Nicholls is again tackling
the chailenging task of
regulating building heights
in West Vancouver.

His recent report, which con-
tains recommendations for solving
some of the complexities of can-
trolling building heights in a
municipality with a mountainside
topography, was referred May 13
to the advisory design panel by
West Vancouver District Council.

Nicholls warned that his new
proposals for stricter regulations
would increase the number of de-
velopment variance applications
that end up before council.

But it is the inevitable conse-
quence of increased regulation and
the desire to exert more control in
slope situations,’ Nicholls stated
in his report.

The proposed regulations, he
said, would tend to reduce the
apparent bulk of houses and
buildings, even on flat lots.

Nicholls also warned that height
regulations will have an impact on
design flexibility, while not neces-
sarily addressing the problem of
view blockage adequately.

He pointed cur that no regula-
tion can ensure ‘‘quality or sen-
sitive design.”

Nicholls recommended that the
proposed regulations be reviewed
in about six months after they
have been introduced.

The new regulations would limit
building heights to the current
25-foot height.

Nicholls proposed introducing
an additional ‘‘envelope’”’ (the
three dimensional parameters in
which a building must fit) for the
highest exposed building face that
is 22 feet above the adjacent
ground level and sloping inward
from that point at 45 degrees.

There would be a_ further
resttiction on landscape structures
such as retaining walls.

Planning staff also suggested
restricting the area that a build-
ing’s second storey can cover its
first storey and incorporating
stricter requirements for second-
storey setbacks.

New regulations could also in-
clude changes in definitions dif-
ferentiating walls from fences.

The revision of building height
regulations results, in part, from
public outcry over the construc-
tion of modern, bulky ‘‘monster’*
homes, and the difficulty in ap-
plying height regulations to moun-
tainside lots that have several
grades.

Perception plays a role in the
issue, in that a badly designed
house may be considered
overheight even if it is actually
lower than an attractive neighbor-

ing house.
“Perceptions of what is. ex-
cessive vary with taste, social

values, house design, position on
the lot, topography, landscaping
and the impact on existing
neighbors,"’ Nicholls stated in his
report.

But tinder the curren: regula-
tions, downhill building faces can
significantly exceed 25 feet in
height, and in the case of a square
“box” design, present an over-
whelming presence.
