That’s the deadline for consul- tants’ bids on preparing concept plans for the Lions Gate North Enhancement Project. Its aim: —~ to beautify Marine Drive and the bridge ramp between Capilano Road and Taylor Way, while mak- ing the strip safer for both pedes- trians and traffic. Coordinating the project for North Van Corn- munity Arts Council since 1985 is a committee chaired by North Van architect Joe Cantafio, And if progress seems slow, there's a good reason. At every step they have to deal with no less than five governments — Victoria, West Van and two North Van couacils, and the Squamish Indian Band. So it’s quite a feat that, from these, they've already extracted some $24,000 for a demo video and, now, the all-important concept planning stage. Staying improved pedestrian, cyclist and wheelchair facilities (including an underpass); better signage; trees and landscaping; and the transformation of the bleak, empty turning circle island into some dramatically attractive centrepiece. With five bureaucracies in the act, it won’t happen overnight. But momentum is now picking up. And Joe Cantafio’s track record is one of staying power. kh ALL KINDS OF FOLK shape the character of a community in their own way — one being West Van's 82-year-old Kevin Wakefield. Back in 1973, at his own expense, he developed the much admired wild garden and shrubbery lining the public footpath from Bellevue to the Seawatk at 23rd and has lov- ingly tended it ever since. Last year Mayor Don Lanskaii and council installed a brass plaque there, thanking Kevin and a fellow gardener, Angus Morrison, on ochalf of West Van for their faithful volunteer work. In mid-August, alas, Kevin fell from a ladder while doing tree work, smashed his heel and is im- mobilized for several months. Angus can no longer help, so four weeks ago Kevin wrote a sad letter to Mayor Lanskail asking him to make good on a promise to keep up the garden when its creator became unable to. Soon, fall prun- ing of shrubs and rose trees has to be done, and a mass of daffodil and (ulip bulbs planted. An- nouncements that look good, but tack details usually turn out less promising than expected. in the past, those funding the local board of health — the three North Shore municipalities and the North Vancouver school board — have had to put up more money for preventative programs than other municipalities supporting metropolitan health depart- ments. While the announcement fast week is reason for cautious optimism, the provincial government needs to start the program right away. Municipalities will then be able to put a portion of the money previously dedicated to health department funding to other productive uses.
