In the first of a two-article serics, the North Shore News will be looking at how such a cultural policy might affect some of the Jarger arts and entertainment groups and organizations on the North Shore. “I think the most important thing is a greater awareness for the arts, whether for audience members or for volunteers,’’ says North Vancouver choreographer Judith Marcuse. Presentation House managing director Kathleen Stringer agrees. ‘Attention is being focused (on arts and culture), which is very necessary,’’ she explains. ‘‘AII the arts organizations on the North Shore can’t help but come out winners.”* Groups seeking funding from any of the three North Shore municipalities — including Pres- entation House and Marcuse’s company, which receive varied amounts of municipal funding — must battle through a tangle of bureaucracy. Three municipalities mean three different forms and three different ways of presenting the informa- . : 3 ee ® = DE QEOED } i) i! 3 id! t! HOG! if . : By STEPHEN BARRINGTO News Reporter tion. With an area-wide cultural policy, this could change. “*There’s a hope that that could be handled in a centralized man- ner,’’ explains Stringer. ‘‘It does take groups a lot of time to fill out these applications (and) at this time every funding authority wants the information in a_ different way.”” Funded on per capita basis by the City and District of North Vancouver, and receiving a small donation from West Vancouver, Presentation House — arguably the only arts centre on the North Shore — needs a firm operating funding base, a luxury she says it does not enjoy at the moment. “Can you imagine a company not knowing how much money it can spend in a year?’’ Stringer asks. “Right now it’s hand to mouth (operations) and catch as catch can."’ Also funded by North Van- couver City is Marcuse’s company, which also receives money from INDONESIAN Buffet Lunch $5.95 Wed’s & Fri’s Daily Specials Mon's & Tues’s bore News West Vancouver and Vancouver. For Marcuse, the possibility of streamlined funding applications is secondary to the increased public awareness the process will bring. ‘We may ultimately get a cul- tural centre,’’ she says. ‘‘So then we can enjoy the fruits of our labors in our own community.” But West Vancouver Communi- ty Arts Council executive director Lynn Flipse says the focus should shift to an area-wide policy only after all municipalities have the basic necessities. ““We need something for West Vancouver first,’’ she says. ‘We don’t have anything in West Van- couver in terms of gallery or theatre space; we have Klee Wyck — it’s a lovely old house, but it just isn’t adequate.” The policy committee will first accept briefs Nov. 14, followed by sessions Nov. 19, 26 and Dec. 3 at various locations across the North Shore.
