Dear Editor: The B.C. government intends to disqualify recreational property owners as well as convicted crimi- nals from voting in tocal elections for mayor, councillor, islands trustee, regional district trustee, school board trustee and money bylaws. The proposals are set out in a “Discussion Paper,’’ undated, issued by the Ministry of Municipal Affairs, Recreation and Housing. This paper was distributed only to officials with municipalities, islands trust, regional districts and school boards — with so little fanfare as to be almost secretive. The proposal is to disenfran- chise: 1. criminals serving at least a 10- year sentence; 2. persons guilty of election of- fences; and, 3. non-resident property owners including corporations. Property owners will be disenfranchised by change However, the ministry intends to give the vote to persons without any occupation ‘‘who do not have a fixed address’’ but who ‘do reside in a communty.”” This proposal means that owners of recreational property in Whistler, the Gulf Islands, the Sunshine Coast, and other recre- ational property areas throughout B.C., will have no right to vote in local elections. They merely pay property taxes. This is ‘‘fair, honest and open,” according to the ministry. The fundamental probiem is the ministry’s erroneous view of “principles of entitlement,” i.e., that only resident ‘‘citizens’’ of a community should have the vote and that it should not be ‘ta right accorded by property ownership.”' Dead wrong! A local government is not a general government of people like the federal and provincial gov- ernments; it is a government es- tablished to regulate and provide services to local property interests — fairly for the benefit of and in the interests of ali the property owners. All property owners, including corporations, have the right to vote. Disenfranchisement by legis- lation is a scandalous derogation from property rights. Clive V.
