A8-Sunday News, April 27, 1980 North Vancouver City Alderman Gordon Cross says he is not happy about CN Rail’s comments on how they would handle a derailment involving dangerous commodities. At Monday night’s meeting Cross said he wanted the matter discussed in council because he felt those who shunt cars in the Lynn Creek rail yard could not adequately judge what is a dangerous situation. The matter was raised in response to a letter by R. Hopewell, superintendent of the pacific division of CN, to City Mayor Jack Loucks, outlining how CN would respond to a derailment. Loucks said he requested the letter from Hopewell outlining CN’s policy after a West Van urge bridge-highway link The possibility that “a vital necessity” to the North Shore may be left out of the Greater Vancouver Regional District’s regional plan for the Lower Mainland iS worrying West Vancouver council. Council voted Monday night to ask the GVRD to include the question of a link between Lions Gate Bridge and the Upper Levels NV CITY HEARS FROM CN Aldermanupset over derailment policy March 26 derailment of three chemical rail cars, which was not reported to the fire department. Since that time the fire department has met with CN to work out a policy dealing with derailments. In the letter, forwarded to City council members, Hopewell told Loucks: “In the event of a derailment of tank cars placarded dangerous in Lynn Creek Yard and no leakage 1s event, the fire department ... will be contacted and told what cars and commodities are involved and that there is no leakage or hazard in- volved.” “Of course,” Hopewell goes on, “if any leakage 1s evident. emergency procedures will be carned Highway in the updated plan. “The link is a vital necessity to the North Shore and I hope I speak for council when I say that it should be spoken for on the plan,” said Mayor Derrick Humphreys. The Advisory Planning Commission sub-committee on the Lower Mainland plan update had said in a report it was “uncertain” as lo oul.” Alderman Cross said the Ciuy has to make sure that the City fire department responds to any emergency and he felt rail employees should not be the ones to judge what constitutes an emergency. Loucks pointed out that he had been to the scene of the March 26 derailment and it “was a minor derailment.” “The point the fire chief and I made is that the fire chief should be notified and that they (the fire depart- ment} should come down and check it out.” But Loucks agreed that the matter should = be discussed further and sand it would be put on the agenda of a future meeung. whether a corndor between the bridge and the highway should be added to the plan because no government body has yet suggested a location for the link. The sub-committee also recommended that’ the Seaview Walk area adjacent to B.C. Rail’s Horseshoe Bay tunnel remain included in the plan because of us potential use as an alter- native rail corndor.
