Withdrawal

Ottawa must consider a
program to allow RRSPs to
be withdrawn at no tax
penalty when used for the
purchase of a first home.
RRSPs account for a signifi-
cant pool of capital which
many Canadians would
readily invest in a first
home. :

Allowing Canadians to use
their RRSP funds in this

manner would not involve
additonal tax expenditures;
simply a redirection of ex-
isting funds. Because no ad-
ditional monies would be ex-
tracted from the system, no
new costs would be incurred.

¢ Public Education

The real estate, develop-
ment and home buiiding in-
dustries, along with ap-
propriate levels of govern-
ment, must take an active
role in educating the public
regarding the benefits of de-
veloping home ownership
for households of moderate
income.
