Dear Editor: The rezoning laws currently in place in West Vancouver are al- ready the most restrictive in the Greater Vancouver area. If West Vancouver District Council is allowed to proceed with the proposals as outlined in the June 26 public hearing on the large house syndrome, ! believe that homeowners in West Vancouver, especially those located in Ambleside and Dundarave, could lose between $30,000 to $50,000 of their current and future home values. On page 29 of a report The Large House Syndrome in Tradi- tional and Developing Neighbour- hoods by Donald W. Barcham, which is the basis for council's ac- tions, Mr. Barcham states, “The challenge before council and the community is to decide whether to resist the market trends and severe- ly restrict house size in an attempt to preserve neighborhood charac- ter, existing views and the parklike setting, or to continue to accom- modate the apparent market but devise ways of integrating larger new homes into the established aesthetics of our community.” These market trends, however, are now a reality. The upper mar- ket values of smaller properties, which were estimated to be $205,000 (based on 1986 data), have already been surpassed by - over SO per cent. : To try and stop this evolution now will cause more harm than it will cure, and make West Van- couver a second-class community. A_ proposal to decrease the floor area ratios to 0.35 was defeated after public hearings in 1981 and there is no reason to change them now. All council has to do is enforce the current bylaws, and reap ‘the benefits that increased values will provide. This upgrading of three- four bedroom homes to current - market standards could add over $200. million to the assessed values of West Vancouver’s rate base in the Ambleside/Dundarave area alone.
