3owen resid ied over plan to ban A BOWEN ISLAND resi- dent has launched a petition against West Vancouver District's latest attempt to curb overnight parking in Horseshoe Bay. By Anna Marie D’Angelo News Reporter Julie Ovenell-Carter, a Bowen island resident for more than three years, said a district engineering. report that recom- mends banning overnight parking at Horseshoe Bay would make life extremely difficult for Bowen {stand residents. Currently, anyone can park a maximum of three hours between 7 am, and 7 pum. with ao restric- tions after those hours, Ovenell-Carter said hundreds of Bowen Island residents’ will sign the petition, which was signed by 100 island residents in one day. “What this basically means is that I will become a prisoner of my island at certain times.... It gets ludicrous when you think what 1 will have to do because of this,’ said Ovenel!-Carter. She said many Bowen Island residents leave their cars at Horse- shoe Bay and take the water taxi home alter attending late-evening ‘events off the island. The water taxi runs at 11:30 p.m. and 12:30 a.m. on various days. Ovenell-Carter said the Horse- shoe Bay area lacks sufficient parking for people who want to pay and West Vancouver will hurt Bowen Island residents if the new parking regulations are accepted. District senior engineer Gordon MacKay, who wrote the parking report, said only Horseshoe Bay residents will be allowed to. park in residential areas from midnight to 6 a.m. if council accepts the report’s recommendations. The report will _ probably be considered during the next council ’ meeting on Monday, April 19, said MacKay. Mayor Mark Sager. said council asked. for the report, in part, because of the ‘‘nightmare’’ with overnight sailings last summer. The BC Ferry Corp. announced earlier this week that overnight sailings from Horseshoe Bay would be cancelled for this year. “We are not trying to make life difficult for any individuals... But in fairness to the people who live in Horseshoe Bay, it is not a parking fot fer other com- munities,” said Sager. Sager said a parking lot operated by the municipality on Marine Drive, about two blocks up the hill from the ferry termi- nal, is rarely full. “Our staff is working towards ensuring that Horseshoe Bay sim- ply doesn’t become a parking lot for the BC Ferry Corporation," said Sager. “Certainly parking right) in front of people’s homes in Horse- shoe Bay is going to be limited, | would think,"’ said Sager. He said he had a meeting plan- ned later this month with provin- cial Transport and Highways Minister Art Charbonneau con- cerning parking related to ferry traffic.
