What was the purpose of the municipality buying the comer properties if we now turn around and allow four- storey construction on the adjoining lots? New buildings should be More than restricted to the height of those presently on these pro- perties. Council and the planners are not listening to the community’s desire for low density buildings below Marine Drive. The time to protest is now. By the time a public hearing is held so much money has been spent on plans and drawings it is hard to have changes made. E. The notion that the perpetrator of a crime owes a debt to society, rather than to his victim, is an in- teresting one. Presumably the victim should be punish- ed for providing the oppor- tunity for the crime while society as a whole should benefit for having suc- cessfully apprehended the criminal. The writer made the point that the “individual victims are not necessarily paid back but the communi- ty collectively is”. Both points are worth challeng- ing. The victim is not paid back, and any net benefit to the community is ques- tionable. What we really have is another example of bureaucracy looking out for its own best interests. In order to carry out any type of community service, par- ticularly in cases like these, it is necessary to have close supervision and productivity will be low, especially with those individuals who believe they have already found a better way of achiev- ing their goals than by work- ing. A victim should be recompensed by anyone who has deliberately set out to do him harm, in exactly the same way that the victim of a mishap traffic can seek SHOW YOU CARE!
