The efforts of Mayor Dykeman, members of council and members of the Advisory Commission on Community Services have provided impor- tant leadership in social plan- ning which is exemplary in the Lower Mainland. In addition, none of the work done on social planning in the fast three years would have been possible without the efforts of ordinary citizens who contributed their creative energy to devising strategies on subjects such as affordable housing, childcare, youth ser- vices, and access fur the dis- abled. I believe (despite some out- of-certext quotes in the press) that we have really moved ahead with dynamic social policies which are cost effec- tive, built by loval residents to fit their community, based on an open and participative ap- proach to planning which con- tributes to the health of civic government as a democratic in- stitution. I hope that citizens will con- tinue to press for this approach to focal government, for the realization of the social policies which have been Jeveloped, and for the greater account- ability and responsiveness which is needed from the senior municipal bureaucracy. To all those who have work- ed so hard to make a real partnership of the municipal- community responsibility for social planning, I wish you well for the future. Rupert E.
