Foreshore deals
assailed in WV

District is losing a significant
source of revenue through its
management of Crown-owned
foreshore, according to resi-
dent Derrick Hawkins.

If you can afford a piece of
West Vancouver waterfront that
happens to have a lease on the
foreshore attached, you can make
use of public fand for pennies a
day. *

Hawkins has been researching
and lobbying against encroach-
ments on West Vancouver public
land for years.

“Tam aghast at the extent of the
lease at 5202-5210 Marine Drive
— 5382 sq. m for $15.00 per
annum,” Hawkins said at the Feb. 6
council meeting.

Another lease, on Travers
Avenue, nets West Vancouver $10
a year after the revenue is split 50-
50 with the provincial government.

“The upland owners are occu-
pying public land and are being
charged a rent of a tiny fraction of
its value,” said Hawkins.

The lease rates are kept in line
with foreshore leases elsewhere in
B.C, and are not seen as revenue.

But Hawkins believes they
should be altered to reflect the real

milue of the property (West
Vancouver waterfront value
increased 125% since 1990) by
wtaching the encroachments to the
upland property for taxation.

Tax on those encroachments
which the public may access could
be reduced by 50%, Hawkins sug-
gested.

Council referred Hawkins’ sub-
mission to its advisory finance and
parks and recreation committees.
