The issue of resource ownership will remain a stumbling block between the 10 provinces and the federal government and will not likely be settled before Prime Minister Pierre Trudeau meets with the premiers next month. Claude Morin, Quebec's minister of intergovernmental = af- fairs, counted off the list of items that the provincial governments and agreed to but which were awaiting movement by the federal govern- ment. “There is a unanimous position on offshore resources, com- munications is the same, and fisheries. with near agreement on equalization of payments,” Morin said. Canadian GNP dips slightly OTTAWA (UPC) - Canada’s gross national product dipped by 1.1 per cent during the second quarter of 1980, placing the level of production 0.2 per cent lower than a year ago, Statistics Canada announced Friday. The federal agency said the country’s production dropped by 1.7 per cent for the first six months indicates that Canada’s recession is ‘‘more severe” than the decline in the economy during the 1974-75 period.
