The Greater Vancouver Regional District (GVRD) Board has endorsed a set of guidelines for regulating Standards and approval procedures for floating communities in the metropolitan area. _ The guidelines were prepared by a2 sub- committee of the GVRD planning committee chaired by North Vancouver District Mayor’ Don Bell and in- cluding representatives from various municipalities and harbour, river and health agencies. “Although only a small number of people are directly involved waterbome lifestyle at this time, it is apparent that the demand is increasing and a better understanding of potential problems is required,” states the sub- committee’s report. “Because of the large number of overlapping ~ jurisdictions involved in the inherent mobility of float homes, this was felt to be an appropriate issue for regional action.” ‘floating in a™ The sub-committee’s détailed report contained 14 recommendations, all but one of which were endorsed by the full GVRD Board: Cc A recommendation that: the GVRD agree to take on~ the function of setting regional guidelines communities, to. which municipal bylaws could conform, _was deferred. , The report st states that “the major requirement .is for each municipality con- templating floating com- . munities to adopt uniform standards for residential marinas and float homes and to. agree * on approvals procedures for. this type of development.” It is essential that all municipalities .con- templating floating com- munities ensure that their boundafiés extend out over adjacent waters and that they prepare a zoning schedule which can be applied to the upland (above high water mark) portions of a marina. Other recommendations in the report include: *Amend appropriate sec- tions of the B.C. Health Act (Sewage homes and marinas. . *eAmend as individual Harbour. ' Disposal Regulations) to include float _appropriate legislation to incorporate § float homes within the B.C. Mobile Home Tax Act so that float homes are assessed residences rather than as part of a marina. ' *Take steps to incorporate float homes (within the B.C. Mobile Home Act), providing a form_of central . registration. and guarantees of tenure, as recently granted mobile homes. *GVRD member municipalities, in operators, set .up a registration system for owners/occupants of liveaboard vessels, and for float homes until such time ‘as these are brought within the jurisdiction of the B.C.
