Eugene Kasllis Contributing Writer TWO school boards in B.C. are facing lawsuits resulzing from their alleged failure to pro- tect students from pro- longed and violent bul- lying by fellow stu- dents. School bullying has been around for a long time, but the extent of violence associat- ed with it is apparently increasing. In an unprecedented col- laboration, American profes- sional organizations of physi- cians, psychologists, and pedi- atricians cited ka clear con- nection between the acting out of violent impulses and the exposure to depictions of ‘violence on TV and in the movies. They emphatically denounced souciety’s tolerance _ of increasingly graphic depic- tions of brutality. Yet, there are still those who claim that the “entertainment” industry | cannot (or should not) be regulated, and/or that repeat- ed exposures to vicarious vio- lence does not desensitize people to the real thing, mak- ing it socially acceptable, and therefore promoting its prac- tice. With the wo lawsuits, we can expect that some school boards will react by promul- gating so-called zero tolerance (ZT). This is an essentially reactive position, not a pro- gram. Zero tolerance is based on a basic premise of our criminal justice system — punish perpetrators, remove them from society, and simul- taneously deter other poten- tial criminals. ZT is superticial, cheap, easy, and usually meets with the approval of the pub- lic that believes that some- thing is finally being done to protect children. However, as nwo SFU Education Department researchers, Prof. Linda La Rocque and Shaheen Shariff, have demonstrated, ZT is inadequate and misleading, It fails for two reasons: (1) it does not address the pervasive factors in our society that con- stantly generate anti-social activity, and (2) punishment does not always act as a deter- © rent. After evaluating 22 inter- vention programs for at-risk youth, the researchers have concluded that focusing on mult-level policies arid pro- grams can overcome the effects of our culture of vio- lence, but zero tolerance does not. There are certain similari- ties to racism. Some jurisdic- tions and schools have announced themselves “racism free zones,” and claim a zero tolerance for expres- sions of racism. But they make litte or no effort to educated the public on the history and essentials of racism and the _ Variety of forms it can take.
