In a statement issued last weekend by Hooker's vice- president and_ general manager L.H. (Bud) Schnurstein the company also lays responsibility for the safe transportation of hazardous materials once they have left the plant on “other authorities.” “The Hooker plant, said Schnurstein, “has operated for 23 years in the Maplewood area without any permanent disabling injuries to its 190 employees. We think this is an exem- plary record for plant and community safety. We supply a vital product to British Columbia and we have cooperated with ll regulatory authorities in the requirements they have imposed on the production and loading of our products. “We produce chlorine, which is one of the most widely-used and versatile chemical substances, but it is also very toxic. We in the chemical industry have always been acutely aware of the dangers in mishandling chlorine, and we have an excellent record for prevention of toxic exposure in its production. “We have taken special precautions over the years, and have constantly in- spected and upgraded our equipment and plant. We are subject to regular in- spections by all regulatory authorities and we have, so far, satisfied those authorities. Not only is our record excellent, but so is that of the industry. We have done nothing to justify the high level of concern which has been expressed in the press or among other groups in the community. “We take issue with reports which predict catastrophes. These reports construct the worst possible scenarios from an accidental chlorine spill should one happen. While chiorine manufacturers have very limited control of tran- sportation§ facilities and transportation operations, we are very concerned with them because such risks and occurrences inevitably rebound badly for our in- dustry and its reputation. “It is the function of the producer to provide the safest type of shipping container (tank cars, barge tanks, drum containers) to the transportation com- pamies for delivery to the users.
