Endowment proposal. too general, THE PROPOSED establishment of an _ en- dowment fund to finance West Vancouver municipal projects and land purchases was. withdrawn from the agenda at Monday night’s West Vancouver District Council meeting. By Maureen Curtis . Contributing Writer : The move foilowed a request from Ambleside and Dundarave Ratepayers past-president Capt. George Murrell to have the matter . tabled until later in the month. The endowment fund would be created out of existing funds, pro- ce2zds from the sale of municipal property, rentals from the lease of the 320 Taylor Way property, rentals and concession’ fees from other lands leased by the municipality. and income earned by the endowment fund itself. The fund would be invested and increased to $20 million, after Says group a WEST VANCOUVER DISTRICT COUNCIL which part of the money could be loaned to the municipality or be used to purchase property. A more detailed listing of the fund’s uses and sources is avail- able, but Murrell is concerned that the proposed uses are too general. “Such a fund should only be for reducing taxation by funding essential services, i.e. roads, waterworks, fire and police needs,’* Murrell wrote to council. He objected to the idea of transferring revenues from rentals and cencession fees out of the annual budget, because ‘‘this will result in a tax increase of about 0.8%.’? “Surely in this year of econom- ic chaos it is not appropriate to do this sort of thing,”’ said Murrell. He added that his association also opposes the transfer of funds out of the land sales reserve fund, preferring that the money, if there is any, be used to reduce some of the municipality’s debt. LGH sees a dozen cases annually From page 1 aware of the situation, they can’t see the pattern which I can because we (doctors) are receiving these people. Some sort of a watch has to be set up so that if there is anything suspicious occur- ting, if anybody is being enticed outside, then something ‘can be done to prevent these terrible tragedies. We’ve got to come up with some reasonable solutions.’’ iLGH neurosurgeon Dr. Barrie Purves estimates that the three neurosurgeons working at the ‘hospital see annually about a dozen to 15 cases of head injuries resulting from ‘‘bar fights.’’ Said Purves, ‘‘Certainly it’s something we've always seen. Guys go to the bar, get @ snoot full, irritate somebody and they get thumped out in the parking Jot. ’'m not sure it’s any more common than it was before.’’ The cases range from concus- sions and facial fractures to per- manent brain damage. Purves supports the notion of bar patrons and operators taking a mote active role in attempting to prevent fights.
