WV Council says no to pro casino companies PROFESSIONAL CASINO and bingo companies won’t be allowed to operate in North Vancouver City. By STEPHEN WISENTHAL Contributing Writer Council passed a motion Mon- day prohibiting bingos and casinos operating commercially for gain or profit. Existing bingos run by non-profit groups will be allowed, but they will not be able to hire anyone to help run them. Representatives of North Shore Neighbourhood House (NSNH) spoke against the motion at a public hearing at the beginning of the meeting. “If we don’t have the profes- sional gaming company, it’s going to make it a lot more difficult,” said NSNH past president John Lakes. With a professional firm doing all the work, they make $8,000 to 16,000, but when they organized casinos themselves before 1983, it took six months work and they on- ly made $1,500, he said. St. Andrew’s Church council member Lorne Drummond ex- pressed the sentiment that swayed most. council members. “We just feel that the prolifera- tion of casino gambling is not the way you go‘about raising money for charitable purposes,”’ he said. “Most of those who gamble are from the lower income brackets of our society. They end up paying for the charitable section of our activities.”’ Ald. Rod Clark spoke for the ban before the final vote. ‘Surely non-profit com- munity-based groups can provide their much-needed community support without relying on profes- sional gambling as a source of funds,’’ he said. ‘‘It is immoral and unethical for us as a com- munity to rely on these sources of revenue to support the delivery of these social services,’’ he added. Ald. Barbara Sharp, the only One to vote against the ban, said that in the current funding climate many non-profit groups cannot af- ford to ose access to fund raising. “A small amendment in this bylaw would have allowed our own non-profit organizations to have proven bonded professionals with all the proper security training (to run their events),”’ she said. Sharp and the NSNH_ repre- sentatives both expressed the fear _ that changes in provincial gambl- ing regulations could restrict chari- ties to raising funds within their own municipalities. This would mean that groups currently runn- ing their events in Vancouver would lose access to that funding if the North Vancouver ban were in effect, they said.
