Instead of making one Jump payment, residents may be able to opt for a system involving automatic monthly bank transfers. They would make out 12 pre- authorized cheques, 11 for equal amounts, and the twelfth one to make up the remainder. The taxpayer would benefit from a more regular cash flow by being able to spread payments over the year. Interest on the tax money would be non-taxable. As for the municipality, the program would result in an in- crease in investment earnings. In- terest on the tax total would be paid on a daily basis on a rate that would vary with the bank prime rate. Other municipalities which have implemented this type of program have attracted about 10 per.’cent interest in the first year, with par- ticipation growing to 15 to 20 per cent in subsequent years. Vancouver THE NEED for multi-family resi- dential development in West Van- couver is one of the issues that the Advisory Planning Commission has decided must be addressed by West Vancouver District.
