Now is the time to overhaul the tax system and do it right. There must be a simple formula to calculate a municipal tax based on the level of services provided to each dwelling, with schools being financed from a general (income) taxation. This will encourage the pro- perty owners to improve their houses, making the community the better place to live. Jan J. Johnston's attack on Alderman Ernie Crist’'s struggle to get a better deal for homeowners and a more equitable assessment option as provided by the Assess- ment Act. Mr. Johnston states that one industry he knows pays $1,000 in business tax to the District of North Vancouver. It is the City of Vancouver which levies a 10% business tax based on the rental value of the premises. Other municipalities too have a business tax but there is no such thing in the District. Under the current assess- ment act, there are three op- tions whereby a municipality can levy taxes against various types of properties. Most municipalities are under Option A which gives homeowners a break. The District of North Vancouver, however, has for years been on Option D, which puts the heaviest burden on homeowners. Since taxes are based on assessment, it means that in- dustry has, to all intents and purposes, had a free ride, while homeowners have picked up the tab, courtesy federal cabinet. Of these, 14 are francophone and 22 are anglophone. [I enclose the list so that you can check for yourself. The small gains made, as a result of District council changing to Option C for 1982, have been wiped out because of the continued increase in assessment of residential property as compared to 1981. Although Alderman Crist was unsuccessful in getting District council to change to Option A, at least he has tried and, without his ef- forts, we would never have been aware to what extent we bomeowners have been “ripped off”. As for Mr. Johnston's observation that some aldermen are attacking Mr. Crist — this means he is do- ing his job. J.
