SIEW LIN LEE 988-3151 REAL ESTATE First-time buyers buoying housing market FIRST-TIME buyers in B.C. are on the rebound, according to the most recent Royal LePage Survey of Canadian House Prices. People purchasing their first home now represent close to 30 per cent of the market, up from 1989 when first-time buyers accounted for only 24 per cent of all sales. Declining house prices in some British Columbia communities have stimu- lated considerable interest in real estate. But potential buyers have been slow to transform their curiosity in- to commitments, Royal LePage said recently. “Unit activity is down over 35 per cent from a year ago,’’ Larry Ferster, vice- president and regional man- ager for Royal LePage Res- idential Real Estate Services Lid., said recently. ‘*‘We've seen increased activity because of greater affor- dability. But increased activ- ity only means there are a lot of people looking, not necessarily buying. Many consumers are still uncertain about the future and are wondering if the real estate market has bottomed out In addition to higher in- terest rates, fear of recession and the absence of con- sumer confidence, Ferster attributes buyer reluctance ‘sistent to better educated con- sumers. ‘Therefore, they are really looking long and hard.”” In the October Survey of Canadian House Prices, Royal LePage also found that housing prices in the province followed no con- pattern. in some areas and housing categories, price increases were evident, while in other parts, values have declined from a year ago. Ferster said one market segment that has transform- ed its interest into a buying commitment is the first-time purchaser. Although interest rates throughout the spring and summer hovered in the 14 per cent range, he said declining year-over-year prices in some lower-priced housing categories have propelled the first-time buyer into action. . “Even though interest rates are higher, you need less down payment so we've seen the resurgence of the first-time buyer,’’ Ferster said. ; For example, in Co- quitlam, a detached bunga- low is naw about $170,060, a drop of seven per cent since October 1989. A simi- lar home in Maple Ridge has dropped $10,000 in the past three months to $140,000, Although some areas of B.C. have experienced declining house prices, other parts of the province have seen values remain relatively constant, including Victoria, Kelowna and Kamloops. One reason for price in- creases is the short duration of the real estate slump in B.C. Unlike the Toronto market, which began to ex- perience a major decline in sales and prices in early 1989, real estate activity in Vancouver remained strong until earlier this year. In areas where prices have declined, they appear most evident in higher-priced housing categories. For ex- ample, a senior executive house in North Vancouver has dropped $15,000 in the past three months. A similar home in Van- couver’s East Side is down $25,000 since July, to $390,000. Although some experts believe that falling interest rates could stimulate real estate sales, Ferster said mortgage rates have not dropped enough to spur a buying surge.
