VO - Sunday, dunuary 17, 198% - North Shore News NORTH VAN DISTRICT DENSITY orgate rezoning stud VANCOUVER District NORTH Council has decided to give further study to a controversial rezoning application by a group of property owners in the Norgate area, and has agreed {0 proceed with 4 rezoning proposal to make way for a seniors housing project. Greg Cragg had made applica- tion on behalf of 15 of the 2) Property owners north of 15th Street between Tatlow Avenue and MacGowan Avenue. The application called for a zon- ing that would allow for up to 36 apartment units per acre as com- pared with the present single-fami- ly residential zoning. In supporting the recommenda- tion for further study, Mayor Marilyn Baker said, ‘S) cannot support the density proposed for this property. The number of units in my estimation is too great and docs not provide some kind of a transition between what is...a well preserved...residential communi- ty."" A Dec. 8 public hearing was at- tended by over 260 Norgate resi- dents, many of whom expressed concern that the proposed higher density would destroy the strong sense of community in’ their neighborhood. One of these involves creating a lower density zoning between the pro- posed 36 units per acre and the present § units per acre. The main recommendation in the renort, which council has ac- cepted, is that council defer bylaw preparation to allow for further discussion on the proposed higher density. Ald. Murray Dykeman sup- ported the motion to defer the proposed rezoning. But, Dykeman offered some support for the property owners who are secking the higher density. “Fifteen of the 18 owners were in favor of some form of redevelopment and their righis have to be considered and...the community, naturally, may not in- itially recognize the fact that the owners also have a right,'' said Dykeman. In supporting the deferral mo- tion, Ald. Joan Gadsby said: ‘I do support, of course, the need for redevelopment,..I'd like to see not the kind of densities that are being proposed...f would like to see an area developed along the lines of potentially maximum two houses, of the typical Norgate character, per lot.” Baker stressed that if council goes for the higher density, ‘‘we're in fact compounding problems we already have in the area with respect to traffic movement and with respect to the type of neighborhood that we're trying to provide some preservation.” Ald. Ernie Crist said, ‘I believe that there is a compromise that can be made and would be acceptable to both the applicants and to the neighbors."* See Public Page 12 RY ied further NORTH Vancouver District Ald.
