Park plan an insul Dear Editor: Let me start out by noting that the District’s 1984 Parks and Recreation Master Plan provided for expenditures of $350,000 and $100,000 for redevelopment of the Park in the first 2 years of the 5 year Capital Program. The Treasurer advises that the District’s current budget provides for these annual expenditures within a provi- sion for Parks works for 1985 of $1,357,350 and a projection for 1986 of $2,470.00. In other words, Deep Cove/Panorama Park redevelopment costs totalling $450,000 would have taken 12% of the two year budget for all) parks capital works — if the Master Plan was followed. Perhaps a fair enough allocation. - But along comes the May 8/23 Design Plan Report of the Consultant Team show- ing for the first time that Phase I (1985) improvements centered on the smaller part of Panorama Park around the Government Wharf and Yacht Club will cost. $500,000+, and Phase il (1986), covering the balance of. the. . Park, ..$1,000,000.: Could not one expect a more precise estimate after a 5- month study by the Consul- tant Team? Add in new park buildings at $350,060+ and we have $1,850,000+. Now add” at least $150,000 for the new Naughton Avenue diversion (but only if a more practical and safe. alignment is followed) and we’re up to $2,000,000 — which doesn’t include ‘other sidewalk ‘or lighting improvements half-promised for inclusion, nor, of course, Gallant Avenue Revitalization, nor the notorious Seawall! Walk on the ‘south side of the Dove — put forward as a Phase III feature. So, ‘here we have a pro- posed expenditure that is 444% minimum of the Parks and Recreation Master Plan allocation. Rather than Deep Cove’s parks taking 12% of projected funds for the next two -years,, it would take 52% of all available funds intended to cover parks development needs across the whole District! And this is the same Parks and Rec- reation Master Plan 1984 that is said by the District to. preclude any: consideration of several local facilities because ‘’they’re not-in the Master Plan”. This plan is “Master”? when it suits the District’s wishes — but it’s just a ‘‘dog'’? plan when Council feels it knows best. So,’ why has, Council thrown. out the budget? You'll have to ask individual members" yourself; : several won't talk to me. .For at least one of them it was, “Yes, E was shocked but it’s what we have to spend to keep Deep Cove happy.’’ From attending 3 open. houses and 3 public meetings” and talking to numerous rés- idents, no excuse could be more unfair to residents of the Cove. [ know not one of them who had any inkling of the cost of the pretty draw- ings they were presented with at the meetings. To entertain the idea that responsible residents would support the notion that our Park should absorb over 52% ‘of available park development funds for the _next 2-years when we repre- sent under 3% of the District population, is an insult to our community’s maturity and sense of responsibility. So, taxpayers and park users wherever you live in the District, watch for what’s next. Will Council reduce’ all other park development ‘for - the ‘ next two vears by 40% or will it dip into our pockets for the additional $1,550,000 . plus required to bring our park up to the Consultant Team’s standards and whims?
