User - pay system to be studied again North Vancouver City council's perennial interest with garbage collection has arisen and once again as usual there were almost as many ideas put forward as there are City aldermen. Last year at this time City council reviewed its methods of garbage collection and decided to keep the same system but to review it this year. | Last week City council | decided it was too late to start a new system in January but imstructed staff to prepare a_ report. before Aprmil indicating the cost of setting up a user pay system. Of the large number of ideas discussed in the policy meeting, the concepts of a user-pay syStem, a selective user pay system, and a container system, were most favorably received by council members. « The principle of user pay, if adopted, would see only those residents who pay for garbage collection receive the service. An updated report by the City engineer outlines the disadvantages of the user pay system, which include additional costs, an ad- ditional workload and more public complaints. Overall the report, just as with last year’s report, seems to recommend retention of the current system.
