The opinions expressed do not represent those of The North Shore News. FIRST TIME home buyers are the life-blood of the res- idential real estate market. Roughly four in 10 Cana- dians shopping for a home in 1990 will be making their first purchase. If first time home buyers can no longer afford to enter the market, both the new housing and residential real estate sectors will be adversely affected. The real estate industry will not be isolated; many real estate related industries and services will also feel the pinch of a real estate market in decline. Decreased de- mand for building materials and consumer durables such as furniture and appliances will result in a downturn in the forest products and manufacturing sectors and decreased employment op- portunities in a number of areas including construction, manufacturing and retail. Canadians are increasingly looking to government for solutions to their housing problems and provincial governments have responded with a variety of home pur- chase assistance plans. Sixty-two per cent of Ca- nadian families live in their own homes. Ottawa has done little, if anything, for the 38 per cent of Canadian families who do not live in their own homes. It has offered no new plans to assist geographic areas where the housing crisis is at its worst. In addi- tion, many of those who can afford to buy a first home find it impossible to buy Mortgage insurance because it is not targeted to lower priced housing and is inac- cessible to households of moderate incomes. It should declare a national interest in home ownership and invite the provinces to attend a federal/provincial conference of housing ministers. The Canada Mortgage and Housing Corporation should review mortgage insurance policies regarding first time home buyers and allow 95 per cent insured mortgages.
