Alderman Peter Powell said he “emphatically agrees” with National Harbours Board (NHB) concerns that the proposed public walkway and public viewing area as outlined in the developer's plans are “vulnerable and dangerous from a safety stand point.” The NHB says “a large amount of commercial activity from the neigh- boring Seaspan operation. including large scow, barge and tug movements, could create a very serious safety problem should one of these scows, barges etc, break loose and drift into the area ~ The NHB. which owns the property and leases it to the Distnct, stated further that “the presence of the Fibreco loading jetty fronting the Seine boat moorage and the public viewing and walkway installations gives rise to further safety consideration. J.K.W. Engineering Ltd. has allotted $100,000 in their proposal for harbor im- provements — a sum Powell says “won't come within a thousand miles” of meeting the NHB concerns. Powell, who had recently viewed the area, said, “I don’t think = serious development is possible without a breakwater or bulkhead.” Powell moved that J.K.W. Engineering be invited to submit a schematic plan addressing the safety concerns to council within a month. This motion carried. But his second motion that a heliport be reyected as an aunacceptable use for Pemberton Streetend was defeated, with aldermen Mary Segal. Ernie Crist and John Lakes and Mayor Don Bell opposed. Though Okanagan Helicopters’ proposal for a hehport on the site was considered separately. it hinges on the feasibility of creating a fisherman's wharf. While Lakes said he thought the heliport represented “a clear and present need over a fisherman's wharf facility,” Alderman Jim Ball said “it appears the two projects can be compatible.” But he said he could not support a heliport for emergency rescue operations at Pemberton Street-end because it is too far from Lions Gate Hospital. Crist and Segal agreed that although there are obstacles to the fisherman’s wharf proposal, they thought they could be overcome. “It's tame we got off the pot and did something with the lease — it looks like a good proposal to me,” said Segal.
