The victims were ages nine and 10. Carr-Harris was 32 at the time. He marned the girls’ mother, Eleanor, a widow. The Kramers’ father died in a 1966 car accident. Regarding the. indecent assault conviction, the victim said she was in her bed sick when Carr-Harris picked her up and carried her to the master bedroom. He taught the little girl how to perform fellatio, which subsequently occurred. Carr-Harris told the little girl that he had discussed sexual relations with her mother and it was “OK.” At the West Vancouver home, Carr-Harris told the girl that he would hypnotize her so she could play pool better. He ~ took her upstairs to his and her mother’s bedroom and directed her to perform fellatio on him. Carr-Harris also fondled the girl. He told he afterwards that she would not remember anything and snappe ped his fingers. She later deduced that these occurrences did- appen when her mother was home. The girls hid whenever an angry and abusive Carr-Harris looked for them in the house. Five years ago the women, Vancouver residents, phoned ~ Nancouver Police and reported the sexual abuse. The trial started = this year. Carr-Harris changed his plea to guilty after the trial was ‘well’ under way, On Friday, proceedings concluded with Judge Frances Howard reserving her sentencing decision until later this month. Crown fawyer Mark Rowan had asked for a three to four year jail sentence. He was opposed to a conditional sentence. Garr- Harris lawyer Len Doust asked for an 18 month to two ., year less a day conditional sentence. Conditional sentences are not ~-served in jai Harris has bipolar disease or manic depression. He has been on Lithium and other drugs since-1985. © Doust said that Carr-Harris’ mental state fell short of an insan- ity plea to the charges. He said his client apologized and was - remorseful. (formerly Moodyville Development Corp. ), acquired the property after it was destroyed by fire on New Year's Day, 1998. The building is currentiy zoned as mixed use. In May, 1999, the compa- ny successfully “applied for rezoning which would have allowed it) to demolish Aberdeen Block while retain- ing the south and west facades and some interior fixtures. The original plan, approved under rezoning bylaw CD-384, was to con- struct a new five-storey build- ing behind the two heritage facades, with 16 live-work units plus commercial usage and 15 on-site parking stalls. The rezoning allowed for an increase in floor space ratio from 2.6 FSR to 4.32 FSR. However the developers decided not to go ahead with the original construction plans, because a lack of on-site parking would have made the development unfeasible.
