Spot zoning Dear Editor: I must wake exception to your editorial ‘‘Housing Need’’ in the September 11 edition of your newspaper where it was suggested that the ‘residents surrounding the 1900 block Esquimalt’, of whom | am one, are to be considered self- ish and shameful because we op- pose a project calling for the spot rezoning of two lots in our neighborhood, which has been zoned single family for decades, to permit the construction of a three to four-storey, 30,000 square foot, 45-suite apartment building. Spot rezoning is a_ pernicious practice, the dangers of which are well recognized by urban planners, including those at the University of British Columbia. If this proposal proceeds, it will constitute an un- wise aud dangerous precedent, and significantly alter the present char- acter of the neighborhood to its detriment. The neighborhood is united in its opposition to the project. Vir- tuaiiy all of its residents have sign- ed one of the several petitions cir- culating opposing the project. This ‘pernicious’ is not a neighborhood ‘reserved for the rich.’’ It may interest you to know that a large number of the residents are senior citizens, some of whom have lived here since the 1930s. They do not wish to see destroyed a neighborhood they have done so much to create and have enjoyed for so long. The project will be owned by the provincial government. The pro- vincial government will apparently - be able to designate the tenants for one-half the suites from a list it maintains of needy senior citizens from across the Lower Mainland and its criteria will help to deter- mine the tenants for she other suites. It may well be that very few of the tenants of this project, if built, would be senior citizens from West Vancouver. In closing, the residents are not opposed to the development of housing for low-income senior cit- izens but believe this project to be generally ill conceived and, in par- ticular, misplaced.
