Dear Editor: I hope municipal affairs _ minister Bill Vander Zalm was serious when he told us, at the recent ‘convention of the Union of B.C. Municipalities, that he plans to set up a property tax force. I was particularly pleased at his statement that included in the survey by this task force will be the question of a variable mill rate. D which, in my opinion, is the worst because . it places the main burden of taxes on homeowners. I have always favoured Option A which gives a break to homeowners and I am glad that Council is finally coming around to this way of thinking too. My own is that municipal taxes should be tainty of employment upon graduation. Also, from ‘another purely _ practical standpoint, to eliminate the theatre arts program would, in my view, be evidence of unsound judgment, as this program is one that not only consumes, but one that produces revenue, and therefore helps to cut the cost of its own financing. I would urge that you consider very carefully before you sorake any decision to climinate or drastically curtail the theatre arts program at Vancouver Community College. and would be obliged to know what your response is to this matter of extreme im- portance to our community. Taxes on commercial and industrial properties should be based on ability to pay im the same way as in- come tax. In other words, a small business would pay a small rate of tax (based on rental value of the premises) while a big operation — commerical or industrial — would pay a higher rate. It would, in other words, be a graduated business tax. Winnipeg has successfully applied such a graduated business tax for many years, with banks and breweries, for example, paying a rate three times higher than a small business. 3. On July 6 North Vana- couver District Council defeated my motion asking the provincial government to revise the Municipal Act to give us the power “to apply different percentages of business tax to different types of business”.
