A July 1991 seport stated the plant exceeded. its permit for toxicity, tron and flow, The first report. in 1990, simply said: “Concern regarding poor sewage effluent quality.” The province is trying to bring the sewage plant into compliance through a liquid waste management plan, said Harvey Maxwell, an environmental protec- tion officer for the Lower Mainland region. Currently, the plant operates under a permit that outlines lintits to the quantity and quality of the plant's discharge, he said. However, the management plan is much broader, ° he said. i The three-phase plan includes public reviews, deci- sions on storm water and solids management, and upgrading the facilities, he said. “We're looking at 20 10 25 years into the future for the liquid waste management plan.” he said. Currently the: plan is in stage ovo, developing detailed plans tor the most reasonable options for lig- uid waste management based on technical, social and economic parameters, he suid.
