Rezoning rejection raises debate over seniors’ housing 1800-block Duchess and Esquimalt A PROPOSAL to rezone the 1800-block of Duchess and Esquimalt Avenues was rejected Nov. 23 by West Yancouver District Council, but not before council members and residents had spoken out emotionally on the issues of preserving neighborhood character and providing afferdable seniors’ housing. By Maureen Curtis Contributing Writer The rezoning proposal came in a letter frora local resident Cotin MacCallum. MacCallum asked council about rezoning all or parts of the single-family area of 1800-block Duchess and Esquimalt to allow for the construction of low-rise integrated developments. Some . residents of the area, sandwiched between West Van- couver Memorial Park and an apariment zone, had signed the supporting petition that accom- panied MacCallum’s letter. Speaking in favor of the upzon- ing of his neighborhood, Mac- Callum argued that low-scale “‘sround oriented’? townhouses could accommodate seniors or young families, while replacing the existing small, older cottages in a more orderly way than through piecemeai redevelopment. He said he was disappointed with the recent rejection by local residents of the greposed Fulton Gardens seniors’ housing project. ‘How callous can we become? Why should these seniors have to move away from their friends?’’ ite asked. While other similar proposals have come from developers or church groups, MacCallum’s pro- posal was generated by Mac- Callum and some other people in the neighborhood who would be willing to ‘*co-operate’’ with such a group But neither staff nor council was convinced that there was justification to pursue a rezoning of the area. Other residents of the neigh- borhcod came to the meeting to ask council to uphold the official community plan, which calls for WEST VANCOUVER DISTRICT COUNCIL retention of neighborhood charac- ter. Bill Kinsey said the proposal! would ‘‘destroy a neighborhood.” He advocated other means of housing seniors, such as ‘‘granny suites.”’ Having, just bought a property on Duchess with the intention of raising a family in a single-fainily area, Paul Boudra accused Mac- Callum of having mercenary motivations in seeking to rezone ihe area. Rod Day strongly objected to. “It’s a big mistake to traumatize a neighborhood like this. They go into an area and fly this flag ... and it causes a lot of tension. | think we should stop this,”” said Dav. “The real problem is middle priced housing for families....These areas with smal] houses are very valuable start-up areas for families .’ Coun. Pat Boname said she would support another seniors’ heusing iask force to determine how and where such developments could take place. “But the 18th Street area is unique and charming.
