The Council for Exceptional Children (CEC) is a non-profit professional association that works on behalf of all children with special educational needs. The group has advocated for and pro- vided leadership in working with all children — gifted, learning disabled, visually impaired, deaf or partially deaf, physically handi- capped, emotionally handicapped, mentally handicapped and fan- guage impaired. The organization believes that every child has a place in the educational system because every child grows up to become an adult and every adult deserves to be a useful contributing member of society.
