his Blue Knights will be less
militant than the Angels.
Stephen said that while
Marchand may have good
intentions, he and his patrols
are not propertly trained and
are responsible to no one.

He said spending cuts
have resulted in a shortage
of policemen but added his
force has crime under
control. “We've had violent
crime but we feel we have a
handle on it.”
