Picketing at the site of the new ICBC headquarters at Lonsdale Quay will seriously hamper plans by the corporation to move into. that building, according to a provincial Labor Relations Board report. But the LRB ruled Friday that members ofthe striking Office’ and Technical Employees . Union (OTEU) can continue picketing the site in support of their demands for a new contract with the corporation. The OTEU began picketing the site Tuesday and 85 construction workers involved in the project, scheduled for completion in the fall of 1982, have been off work since that time. Six construction com- panies contracted to work on the $28 million project applied to the LRB last week to have the pickets removed. The insurance corporation is currently headquartered in three buildings in Vancouver and plans to move to North Vancouver at the end of 1982. . But the company does not yet have an extension at the Royal Centre, where the lease is due to expire at the end of 1982. Hall said the corporation has been involved in negotiations since February and is confident an agreement can be reached... But the LRB decision notes that “if the newhead office is not complete . by | December 31, 1982, ICBC — will be in the difficult position of premises for eleven floors of its head office, including its computer operation.” “The effect of the delay today may not only delay the move to the new office tower, it may make that move impossible.” This was the main reason that the LRB has allowed the picketing to continue. The OTEU workers have been on strike since March, | and in the LRB decision, vice-chairman Gabricl Somjen notes that “the strike | and picketing activity of the OTEU has to date had little direct economic impact on — ICBC.” ‘ “ICBC’s revenue is ac- tually higher now than before the strike,” the board | decision said.
