U.S. and Vietnam work towards refugee plan WASHINGTON (UPI) - The United States and Vietnam are trying to work out details of an agreement that might result in bringing some refugees directly to the United States. There already is an agreement that U.S. con- sular officers will be stationed in Vietnam to help deal with the refugee flow, refugee coordinator Dick Clark said Monday. The officers, he. said, would identify. possible Vietnamese refugees who are eligible to enter the United States immediately. In that category would be Vietnamese or ethnic Chinese with close relatives in the United States. The United States recently gave Vietnam a list of about 5,000 names, Clark said, but the Vietnamese only allowed 29 people to leave. Oakley and Clark proclaimed last week’s U.N. conference on refugees a success because financial commitments were obtained from several nations, and the Philippines agreed to set up a large resettlement center that would take up some of the strain in the over- crowded camps in Southeast Asia. The Philippines camp would be dble to handle 150,000, of the. refugees who . are.now crowding the camps of "first asylum”: The Pentagon, mean- while, comfirmed that four ships of the U.S. Military Sealift Command have been ordered to the South China sea, where they will pick up refugees from -boats.
