NORTH VANCOUVER DISTRICT COUNCIL by Martin Millerchip Under a proposed amendment to the district's. Official Community Plan, landscape and building guide- lines would have applied to home- owners wishing to redevelop or renovate within: a permit area sur- rounding St. George’s Ave. between East Queens to the south and East Cambridge to the north. Homeowners on the district’s adopted heritage inventory would also have had to comply with addi- tional guidelines regulating such things as color, exterior materials and window and door treatments. However, residents from the proposed historic area have lobbied council relentlessly since the bylaw amendments were first announced in early January. They say they were never con- sulted by the district's Heritage Advisory Committee, which formu- lated the recommendations, nor by planning staff who drew up the bylaw amendments. Mayor Murray Dykeman pro- posed postponing the public hear- ing of the bylaw amendments until representatives from the Heritage Advisory Committee had met with affected property owners and the North Lonsdale Community Association. . Dykeman suggested that such a consultative process could be com- pleted by September. “Staff will come back.to us and say whether we deai with the bylaw as presented, moderate it or start again,” said Dykeman. But residents like Monica Rogers have already told council that they did not want to live “under threat” for the summer. “Give us back our neighbor- hood,” she told council Monday. “It’s ime to start over and do it right.” Rogers and her husband say that until recently they had no idea that their home on East St. James had been placed on the district's sec- ondary heritage list. She has been instrumental in Organizing opposition to the bylaw amendments and claims staff have not disclosed the full impact of the building guidelines to the affected residents. In the face of continued lobby- ing council voted unanimously to ask staff to bring back the bylaw amendments so that they can be rescinded. ANN MARIE SWEENEY B.A. M.S.W., LLB.
