CALGARY — While Jean Chre-
tien’s election as Liberal Party
leader appears more certain every
day, many Liberais are shifting
their focus at the June 20 to 23
leadership convention to address-
ing how future leaders are chosen.
Delegates will debate a motion
put forward by several ridings, in-
cluding Capilano-Howe Sound, to
have future leaders elected by
direct vote of every party member.
The concept is not new in Ca-
nadian politics; parties as diverse
as the Progressive Conservatives
in Ontario and the Parti
Quebecois have adopted universal
suffrage, eliminating the need for
full-blown leadership conventions.

the Liberal party’s future are be-
ing addressed during the four-day
convention in Calgary, including
the selection of a national execu-
tive to prepare for the next elec-
tion and the establishment of an
aboriginal commission.

Delegates will also have plenty
of opportunity to socialize. In ad-
dition to the receptions organized
by leadership candidates, there are
several formal events including a
Stampede Breakfast, a rodeo and
dance, a tribute to John Turner
and a ‘‘Roundup Reception’? after
the leadership vote on Saturday
afternoon.

An amendment aimed at

loosening the city's demolition
moratorium regulations was in-
troduced Monday in response to a
report from Fred Smith, director
of the city’s development services.

Smith’s recommendation came
after his examination of concerns
taised by Lulu Chang.

Chang’s application to demolish
238 West 4th St. was denied under
the moratorium, but her applica-
tion for rezoning to build a duplex
on the site received final approval
from council last week.

“If the city processes applica-
tions (for rezoning) and the
moratorium is not
lifted...developers may find
themselves in a precarious posi-
tion,’’ Smith stated in his June 13
report.

Chang’s house, he said, ‘‘is va-
cant and is not part of the current
rental housing stock, although
presumably it could be re-oc-
cupied on a rental basis."

But in a letter to council sup-
porting Chang’s demolition re-
quest, construction industry
veteran Erich Kunzler said, ‘‘It
would be beyond reason to at-
tempt to repair this building.’’

The first three readings of the
bylaw amendment were carried
with a 43 vote, opposed by
Aldermen Bill Bell, John
Braithwaite and Rod Clark.

quires approval from five
