The move comes on the heels of three flooding in- cidents occurring in West Vancouver since September. The plan is targeted for com- pletion no later than April 30, 1984. A separate study atready being conducted on the Cypress Creek area is to be later incorporated into the overall] municipal plan, but it is expected to be ready within a few weeks. Ald. Donald Griffiths in- itiated the flooding risk reduction plan after viewing several areas subject to high flood waters and after being approached by numerous West Vancouver residents. “‘In some cases we've avoided disaster by fairly close calls,’’ Griffiths told The News. ‘‘And that’s only because the water has either flowed into vacant lots or some residents have allowed the water to flow onto their property.” A report conducted by y JOANNE McDONALD Dayton Knight Limited in 1973 outlined the drainage and storm water management problems in West Vancouver creeks, with the costs of defi- ciencies then estimated as high as $14 million. In light of such high costs, Gnffiths said any funding for a massive repair program might have to go to public referendum before council could proceed with reconstruction plans. The proposed flooding risk reduction plan and stage con- struction program would in- us News clude: a statement of culvert and channel deficiencies along with the type of hazard involved with each deficien- cy; conceptual design solu- tions for each deficiency in addition to the costs of such solutions; and a staged pro- gram of implementation of the different design solu- tions, including an analysis of the municipality’s finan- cial ability to conduct the work, wtih a list of preferred financing routes. According to municipal staff, the majority of the re- quired information for the proposed study exists in studies carried out in past years. However, in the case of Cypress Creek, properties are already being surveyed to determine exact property lines in relation to the boun- daries of the creek. Decorating for Christmas?
