OTTAWA (UPC) - The North American automotive industry must produce more fuel-efficient cars and cut 220,000 jobs by 1985 to stay competitive with the Japanese automakers, the Science Council of Canada said recently. In a comprehensive study of the country’s role in the North American auto- in- dustry, the council said Canada and the United States wil) have to increase productivity if they want to survive the “dog-eat-dog” competition with foreign automakers. The council said in 1978 the North American auto industry produced = 13 vehicles per man-year while the Japanese industry produced 24 cars. Even if the North American industry sold larger, more-expensive cars, the - Japariese production figure would stil be 16 cass. “For the North American industry to increase its productivity to match that of Japan at the lower = 16 vehicles per man-year level would require a reduction of the 1978 workforce ... by some 220,000,” the report said. “On a proportional basis, the Canadian industry would suffer a loss of 220,000 jobs.” Industry consultant Neil MacDonald, a former Ford Motor Co. Ltd. executive who prepared the study for the Council, told a news conference the only way to compete with Japan's booming auto industry was to make more small cars. “The Japanese-sized car is going to be the car of the future.” he said. “We're going to have to bite the bullet. MacDonald recom- mended the 1965 Canada-US Auto Pact not be reopened because it would produce only “great risk’’ and “doubtful results”. Instead, he said, the Canadian government must establish “full and effective” communications with the giant US automakers to inform them of Canada's basic requirements in return for providing the muanufacturers with 10 per cent of their market. He said the government should consider lowering the nine per cent sales tax on automobile parts maunufacturing to spur Canadian parts industries.
