Calgary-based Makin Paper Ltd. had originally proposed a combined $400 million pulp and paper mill for the Howe Sound site in 1985, But environmental considera- tions resulted in a decision by Makin to relocate the pulp mill portion of the project. Said Makin president Ernie Mahood, “Everything is subject to and goes down the path of ali of the cegulatory situations, U's because of the sensitivity and the understanding that we share that we took the decision to move the pulping process. “An integrated mill is unknown in this country. AH we've got is pulp mils. An integrated mill is a much more efficient situation. So . rater HING REAC EVERY DOO By Michae! As currently proposed, con- struction of a paper mill coating plant will begin next year. Said Mahood, ‘The prime con- struction will be starting in the month of June, given that all of the factors ace in place and everybody is satisfied — not only the government but the communi- ty." will supply coated the North % ae RR ¢) The paper mill will employ ap- proximately 500 people. ht will be located on approxi- mately 55 of the 500 acres of Britannia. Beach land _ fronting Howe Sound that Makin has owned since the mid-1980s. According to Mahood, operation will be clean. “The mindset in Canada is pulp. They don't understand paper. There aren't any emissions. If you go to Europe, as we will be showing as we come down the pike here, the equivalent kinds of mitts are located right in the town cenire. They're simply part of the community because they are a very clean manufacturing plant. “There is not the effluent flow situation in paper mills. And to- day with the latest technology in your waste treatment systems, mos‘ plants in Europe are tied in- the oe to the community (waste) systems,’” he said. Meanwhile, long-term plans by the company call for the eventual development of 1,560 hames on the property. Said Mahood, ‘*The paper mill is an exceedingly high-class in- stallation. It will attract well-paid people, which means that the community that is in the area is going to be upscale. The point is of course to have that carefully done.”” Mahood said Makin chose Britannia Beach as a site for a coated paper mill because ‘it’s economically and logistically ex- ceedingly well located. “IUs a very sophisticated plant. You want a plant located to the relative market as opposed to locating it at the forest source. The other aspect is that it's neces- sary to have a community in which there is an environment that will attract highly qnalified peo- ple.” But said Save Howe Sound Society director Rozlynne Mit- chell, ‘“‘We don’t feel that area, because of the (copper mince) damage that has already been done, is the right type of area for further industrialization. We're very interested in what type of a mill it's going to be, what types of environmental impact assessments are going to be done. we're talking about another mill on Howe Sound, J don't believe that the carrying capacity of Howe Sound is such that it can support another mill. Before we can answer any questions like that we need more information,”’ she added.
